The Greater Broadway Partnership (GBP) is a non-profit organization that aims to foster new businesses and retain existing businesses in the Broadway Corridor of Sacramento, CA. The GBP grew out of nearly two decades of collaboration between neighborhood associations, property owners, residents, and business owners within the Broadway Corridor.
The Greater Broadway Partnership (GBP), previously the Broadway Business Association, started in 1999. In 2004, the GBP obtained its nonprofit status. In 2006, GBP decided to spearhead an effort to establish a Property and Business Improvement District (PBID). That winter, the GBP hosted their first PBID community meeting to determine property owners’ concerns and interests, as well as to educate them on the process of forming a PBID. A steering committee was formed of stakeholders, property owners and business owners. Meeting participants discussed service plan options, programs, organizational issues, PBID boundaries, benefit zones and various assessment methodologies. The information and feedback gathered at both the community meeting and the individual meetings were the basis for the District’s management development plan.
Armed with this information, the PBID steering committee worked with the City to conduct a campaign that eventually led to the establishment of a special assessment district whose purpose is consistent with the priorities of the paying property and business owners. This PBID was established in July 2007 on a five year renewable contract between the City of Sacramento and property owners.

Chris Aguirre
Chris Aguirre is Relations Manager for Valley Vision, a nonprofit organization located on Broadway. He recently completed his master’s degree in community development at UC Davis. His fields of study were economic development, affordable housing, urban design, community participation, labor and nonprofit
organizations. He completed his BA in ethnic studies at Sacramento State University.
Dora Audette
Dora is currently manager of The Golden 1 Credit Union, 1326 Broadway. She has been with Golden 1 for 22 of its 46 years at this location. To date, Golden 1’s membership exceeds 690,000 and its assets approximate $7 billion.
Royce Ann Ruhkala Burks
Royce Ann is the owner-operator of Ruhkala Monuments at 1001 Broadway, a family-owned enterprise that has been on the business corridor for over 60 years. Royce Ann was a founding member of the Partnership and served on the Broadway Partnership PBID steering committee.
Rob Fong
Rob is the Sacramento City Council Member representing District 4. As a partner at Ryan & Fong, he practices real estate and business law. The Partnership greatly benefits from Rob’s energetic support of GBP’s vision of Broadway as a regional destination for commerce. He is a proud third-generation Sacramentan.
David Gull
David is a 4th-generation Sacramentan. A real estate and development professional, he participated in crafting the concept for the Broadway Lofts project at 19th and Broadway, and engaging the business community and neighbors to gain approval of this new landmark for the Broadway corridor.
Bill Harrell
Bill operated his architectural office at 2320 Broadway until October of 2008. Still a property owner, Bill was an original member and past President of the Broadway Business Association. He served on the Broadway Partnership PBID steering committee.
Rosanna Herber
Rosanna is a community activist, serving as President of the Sierra Curtis Neighborhood Association (SCNA) and Co-Chair of SCNA's Neighborhood Concerns Committee. She has an MBA from Saint Mary's College and is the Manager of Community Engagement for SMUD.
Scott Maxwell
Scott is a Principal at Unger Construction Co, the oldest continuously operating General Contractor in the Sacramento area. Scott received his Bachelor of Science in Construction Engineering Management from California State University, Sacramento and is a lifelong resident.
Julia Moore
Julia is VP and Financial Center Manager at Chase Bank (formerly Washington Mutual) at 1631 Broadway. She has been with the bank's retail division and business bank for 16 years. Chase Bank serves customers through 14,300 ATMs and 5,400 branches nationwide.
Stephanie Nguyen
Stephanie Nguyen is Asian Resources Operations Director and Site Supervisor of the Broadway Career Center (915 Broadway) in Sacramento. A local product of Sacramento, Stephanie graduated from McClatchy High School and California State University, Sacramento. She has kept a lifelong commitment to community involvement by serving on the boards of the following organizations: Council of Asian Pacific Islander Together for Advocacy and Leadership, Cal Expo Cultural Advisory, District Attorneys Multi-Cultural Council and Asian Resources (past President).
Gary Saccani
Gary is President of Saccani Distributing Company, which is celebrating its 75th year in business in 2008. A lifelong resident of Land Park, Gary has been active in the Broadway Partnership for many years.
Jeff Setzer
Jeff is Co-President of Setzer Forest Products, located at 2555 3rd Street since 1927. Jeff is a third-generation Setzer running the business. He served on the Broadway Partnership PBID steering committee.
Bill Taylor
Bill joined the GBP in 2006. The owner of Willie's, at 16th and Broadway, he also has acquired the restaurant building at 13th and Broadway, which will reopen as Iron Steaks in 2009. Bill has been involved in traffic and parking issues in the Broadway corridor.
Rick Winn
Rick is a Broadway property owner and life-long resident of Sacramento. He has been an active advocate for Broadway for many years.
Celia Yniguez
Ms. Yniguez works for the Sacramento Housing and Redevelopment Agency and has joined our Board of Directors. She has nearly 20 years of experience working in redevelopment and long range planning, including on streetscape projects, land use plans and commercial projects.

Teresa Rocha
Teresa is a 30-year resident of Sacramento, living in Land Park. She has a Master’s degree in public policy from UC Berkeley and more than 20 years of management experience in both government and nonprofit community-based agencies.
Meetings
The Board of Directors meets on the second Thursday of each month from
5:00pm to 6:30pm. Meetings are held at Sacramento Works (Asian Resources),
located at 915 Broadway in Sacramento. All are welcome to attend.
