The Organization



The Greater Broadway Partnership (GBP) is a non-profit organization that aims to foster new businesses and retain existing businesses in the Broadway Corridor of Sacramento, CA.  The GBP grew out of nearly two decades of collaboration between neighborhood associations, property owners, residents, and business owners within the Broadway Corridor.

The Greater Broadway Partnership (GBP), previously the Broadway Business Association, started in 1999.  In 2004, the GBP obtained its nonprofit status.  In 2006, GBP decided to spearhead an effort to establish a Property and Business Improvement  District (PBID).  That winter, the GBP hosted their first PBID community meeting to determine property owners’ concerns and interests, as well as to educate them on the process of forming a PBID. A steering committee was formed of stakeholders, property owners and business owners. Meeting participants discussed service plan options, programs, organizational issues, PBID boundaries, benefit zones and various assessment methodologies.  The information and feedback gathered at both the community meeting and the individual meetings were the basis for the District’s management development plan.

Armed with this information, the PBID steering committee worked with the City to conduct a campaign that eventually led to the establishment of a special assessment district whose purpose is consistent with the priorities of the paying property and business owners.  This PBID was established in July 2007 on a five year renewable contract between the City of Sacramento and  property owners.



Programs and Services                    [up]

The Greater Broadway Partnership PBID service plan provides for image and street maintenance, security and safety, and promotion and advocacy programs, above and beyond those currently provided by the City of Sacramento.


Image and Street Maintenance

Street maintenance program includes daily litter clean-up, emptying of trash receptacles, bus shelter maintenance, greening, and visual amenities. This also includes work with City departments, including Solid Waste and Code Enforcement, to ensure compliance with existing laws and regulations.


Security and Safety Programs

Security programs include funding security patrol for identifying loitering and trespassing issues as well as other recordable and reportable criminal activity.  Additionally, the GBP provides resources for a Safety Committee that informs local law enforcement on specific crime issues in the area.

Promotion, Advocacy and Administration

These activities include advocating for property and business owners within the district boundaries at governmental and community meetings, working with the City of Sacramento Economic Development Department and private developers, promoting business retention and attraction activities, and creating and promoting events and marketing activities that increase consumer  awareness of the array of services available at businesses in the District.

The Board of Directors meets on the second Thursday of each month from 5:00pm to 6:30pm.  Meetings are held at Community Resource Project, located at 915 Broadway in Sacramento.  All are welcome to attend.

Property and Business Owners


The Greater Broadway PBID grew out of years of efforts by the local community to improve the business vitality of the corridor.  Much of the Partnership's work today is based on these early efforts.

The results of the 2005 Broadway Business Walk influenced the programs and services provided by the Partnership today.
